Org. Setting and Reporting

United Nations Environment is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The Secretariat of Multilateral Fund (MLF) for the Implementation of the Montreal Protocol is dedicated to reversing the deterioration of the Earth's ozone layer. It was established in 1991 to assist developing countries to meet their Montreal Protocol commitments in complying with the control measures of the ozone-depleting substances. The Fund Secretariat in Montreal assists the Committee in this task. The Secretariat is administered by UN Environment (www.multilateralfund.org). The two posts are located in UN Environment/MLF at the Montreal duty station. Under the supervision of the Chief Officer, the incumbents will perform the following duties:

 

Responsibilities

1. Project review:

-Research, analyze and evaluate the feasibility of the implementation of national strategies and actions plans to phase-out the consumption and production of chemicals used in various industrial sectors that are depleting the ozone layer; Identify issues and propose alternative approaches to address them.

-Review and assess the technical viability, environmental soundness and level of incremental costs of the investment projects and technical assistance programmes supporting the national phase-out strategies and action plans submitted by developing countries; Discuss with representatives of the bilateral and implementing agencies on issues identified with the projects, propose options to address them and agrees on the adequate level of funding to be approved.

-Research and analyze different sources of information to evaluate the technical feasibility and economic viability of projects with a view to present options and make recommendations to the Executive Committee.

-Analyses and ensures consistency of the data contained in national phase-out plans and project proposals submitted by the bilateral and implementing agencies.

-Prepares and develops documents describing the national phase-out plan, the investment and technical assistance programmes and recommends the level of funding to be approved.

-Present national phase-out plans and/or project proposals during the meetings of the Executive Committee as required and address queries raised by the Executive Committee; Review the report of the meetings of the Executive Committee and proposes changes as required.

2.Support to the business planning and progress reporting of the Multilateral Fund:

-Provide substantive inputs to the progress reports submitted by bilateral and implementing agencies; Identify issues and proposes corrective actions.

-Review projects and activities submitted by bilateral and implementing agencies in their business plans and identify potential overlaps; Address data and information gaps.

-Identify problems and issues to be addressed in the accessibility of the databases submitted and propose corrective actions.

-Participate in discussions of issues identified during the project review by other staff and/or policy documents; Provide written substantive comments on draft documents prepared by other staff, as required.

3.Participation at meetings related to the Multilateral Fund:

-Prepare technical and/or policy related documents and presents them for discussion at the inter-agency coordination meetings convened by the Secretariat; Participate in the discussions of the agenda items and provide comments on the final report;

-Participate as the representative of the Fund Secretariat at regional network meetings of ozone officers.

-Participate at meetings convened by the Parties to the Montreal Protocol as required; Undertake bilateral discussions with stakeholders on relevant issues related to the Multilateral Fund.

4.Perform other related duties as may be assigned.

Education

Advanced university degree (Master's degree or equivalent) in the environmental field or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

Work Experience

A minimum of seven years of progressively responsible experience in multilateral environmental agreements at a national or international level. Experience in developing and/or presenting reports and data, as well as facilitating meetings an advantage. Experience and knowledge of the Montreal Protocol an asset.

 

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable.

 

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
